  3. That's what Arafat says about the P.L.O. charter

  6.     Yasser Arafat speaks passable English but hardly a syllable
  7. of French. So it was no slip of the tongue when the chairman of
  8. the Palestine Liberation Organization chose to use a French word
  9. during a live interview on France's TF1 television channel. At
  10. one point, Arafat declared as caduque -- a legal term meaning
  11. null and void -- the controversial 1964 P.L.O. charter, which
  12. calls for the destruction of Israel.

  14.     For Arafat the statement crowned another diplomatic
  15. success. His meeting with President Francois Mitterrand last
  16. week marked the first time that he has been officially received
  17. by a major West European leader. Mitterrand took the opportunity
  18. to urge Arafat to explain the P.L.O.'s stand on the charter, and
  19. seemed pleased with the results. Although Arafat refused to back
  20. formal abrogation of the charter, Premier Michel Rocard said

  23. arification in the direction of peace."@P    Not so easily
  24. impressed were Israel's political leaders, whohave contended
  25. that the P.L.O.'s much publicized recognition ofIsrael last
  26. year is meaningless because the organization refusesto
  27. abrogate what is in effect its constitution. Israeli
  28. DefenseMinister Yitzhak Rabin told Israeli television that
  29. Arafat is stillengaging in "pathetic acrobatics."@P   
  30. Arafat's statement nonetheless provoked a predictable
  31. outcryfrom Palestinian radicals. "We shall show Arafat and the
  32. world thatthe P.L.O. charter remains very much alive," said
  33. George Habash,leader of the Popular Front for the Liberation
  34. of Palestine. In thepast two weeks gunmen in Lebanon
  35. assassinated Bassam Hourani, acommander of Arafat's Force 17
  36. security arm, and launched attackson two other Arafat
  37. aides.@P    Israel's continuing refusal to acknowledge
  38. Arafat's olivebranch presents him with a growing dilemma.
